At the board meeting on June 20th, 2007 the Board discussed the following items:
Report on Closed Session:
The Board discussed three Student Cases and approved Expulsion for two semesters in Cases #0607-63-101992, #0607-60-090692 and #0607-59-072792, and a Suspended Expulsion for next semester with assignment to BTECH in Case #0607-34-070-291. The Board also discussed Liability Claims, denying Claim #060716 and approving Legal Settlement in Case #N206110503, discussing Collective Bargaining and Public Employment, with no action taken.
Teaching and Learning Presentation
Washington Elementary School Principal Rita Kimball and After School Coordinator Ann Callegari made a presentation about Washington School and After School Programs: The Whole School/Whole Child.
Approval of Agenda:
The Board approved the agenda with no changes.

Action Items
2.1-A Approval Local 39 2006-07 Collective Bargaining Agreement
The Board Approved the addendum that applies an additional 1% to salary so that the collective bargaining agreement reached earlier in the year (3.35%) will give this employee group a total compensation percentage closer in parity to the other employees in the District. **
3.1-A Approval of Measure A: Parent Outreach Program and Budget
The Board approved the Measure A Parent Outreach Program and Budget for the 2007-08 school year, with funds from the Berkeley Public Schools Educational Excellence Act of 2006 (Measure A of 2006). Measure A of 2006 allocates 1.25% of the available revenues annually for Parent Outreach. Total expenditures of $232,000 include $8,000 from other revenues. **
3.2-A Approval of Special Education Program Changes
The Board approved changes in the Special Education Program to provide a continuum of services. These changes are needed to keep up with the needs of a changing student population. **
4.1-A Approval of Mutual Release and Waiver and Agreement for Payment of Charges to/from the City of Berkeley
The Board approved the proposed City of Berkeley Mutual Release and Waiver Agreement for payment of municipal charges. The agreement settles City and District dispute of funds due to each entity. **
4.2-A Approval of Measure A Administrative Services and Public Information Revenues
The Board approved the use of 2% of the revenues from the Berkeley Public Schools Educational Excellence Act of 2006 (Measure A of 2006). Measure A of 2006 allocates 2% of the available revenues annually for Public Information and the administration of Measure A. Total expenditures are $398,500. **
4.3-A Approval of Ratification of Application for a PG&E Solar Grant for a Solar Project for Washington School
The Board approved the resolution and directed staff to develop the legal assurances and a financial agreement for the solar pilot program at Washington. The project is cost neutral to the General Fund for 10 years, and in subsequent years the General Fund will realize savings. **

1.1-CF Board Policy 5125.1 – Release of Directory Information
The Board received Policy 5125.1 on Release of Directory Information for a second reading, directing the Policy Subcommittee to change the line “Military recruiters shall have access to a student’s name, address, and telephone number unless the 11th or 12th grade student or parent/guardian has specified that the information not be released…” to read, “Unfortunately, according to federal law, military recruiters shall have access…”. **
1.2-CF Administrative Regulation 5022 – Student and Family Rights
The Board received AR 5022 for a first reading, to permit passive parental consent for surveys of BUSD students. **
4.1-CF FCMAT Management Review of Special Education Transportation
The Board accepted FCMAT’s recommendations to improve the efficiency and effectiveness of the District’s purchasing function and directed staff to prepare a plan to implement FCMAT’s recommendations. **
PUBLIC HEARING on Item 4.2-CF
At 9:16PM the Board opened a Public Hearing to receive comments regarding the 2007-08 Preliminary
Budget. At 9:17PM the hearing was closed with no comments from the public. **
4.2-CF FY 2007-08 Preliminary Budget
The Board reviewed the Preliminary Budget for Fiscal year 2007-08 in preparation for formal approval on June 27, 2007. The budget documents are available for review in the Office of the Superintendent. **

3.1-I Monthly School Enrollment and Average Daily
Attendance Summaries
The Board received the Monthly School Enrollment and Average Daily Attendance Report for information.
Student enrollment for April 2007 totaled
8,787, with an absence rate of 8.82%, costing the
District $366,907 (in lost revenue) in projected ADA.
Each student absence results in $31.86 per day in
unearned revenue for the District.
Since 1997, school districts can no longer claim
any absences, including excused absences, for apportionment attendance. The Board believes that regular attendance plays an important role in student achievement. **
The Board approved the Board Minutes from June 6, 2007 with minor changes. **
